Secure our Schools - SAFE System

Violence in the K12 school market is rising unfortunately. Schools are faced with trying to deter and mitigate the problems. These are the visible recent incidents at schools:

The COPS Office is pleased to announce the availability of funding under the COPS Secure Our Schools (SOS) 2011 grant program. Approximately $13 million will be available under SOS to provide funding to law enforcement agencies to assist with the development of school safety resources and provide improved security at schools and on school grounds.

Specifically, this program will fund up to 50% of the total cost to implement one or more of the following options: placement and use of metal detectors, locks, lighting, and other deterrent measures; security assessments; anti-violence initiatives; security training of personnel and students; coordination with local law enforcement; and/or any other measure that may provide a significant improvement in security. Applicants will be required to demonstrate a comprehensive approach to preventing school violence.

The SOS solicitation will open on May 2, 2011, and there will be two application deadlines for the program during the six week solicitation period. The first application deadline for priority consideration will be May 25, 2011, while the second and final deadline for all applications will be June 8, 2011.

Easy migration from analog to IP system with existing coaxial cable

The Panasonic BY-HPE11KTA makes it easy to migrate from analog to network cameras. It is a coaxial to ethernet converter capable of implementing long distance, high speed digital data transmission on existing coaxial cabling with low setup costs.

With the built-in PoE function, the BY-HPE11KTA is able to supply power to Panasonic network cameras, which eliminates the need for installing power outlets for the cameras. The coaxial - LAN converter can be used for distances of up to 500m (1,640 feet 5 inches)*1 for PoE connections, and 2 km (6,561 feet 8 inches) for non-PoE connections. (When used with RG-6/U coaxial cable.)

H.264 Problems - Reflection in Field of View

Notice the table surface moving. Although the table is static there is motion due to the reflection. The phenomenon of motion in the reflection of this table is known as the I frame interval. This is one downside to H264 and MPEG4 that professional video technicians need to be aware of.

The easy fix is to go to the camera menu and lower the interval to 1 second. You typically will not see it then. You can then keep decreasing it if needed. The timing of the pattern shift on the table points to a H264 phenomena sometimes call pixel shift.

Modern video compression schemes rely on a reference frame (I-Frame in H.264) and sub frames (P-Frames). The sub frames do not contain full picture data, just picture change data. The total picture gets updated at I-Frame time and any pixels that were off or changed will look like jitter or shifted on the screen I believe if you check the H.264 refresh interval setting (I-Frame refresh setting), it will correspond to the actual "pulsing" effect of the shiny random patterned table.

This effect can be reduced by setting the H.264 setting to frame rate priority and bandwidth to unlimited and making sure quality setting is set high. This utilizes the highest bandwidth because more of the picture is getting changed at each P-Frame time. If you have the bandwidth, you can try out other settings - frame rate, higher bit rate, etc.

Many systems we design have plenty of bandwidth available so the use JPEG is preferred which has many good video features and avoids some of these anomalies thus reducing tech time.

Fence Alert and Tamper Alert are state-of-the-art perimeter control systems designed for seamless integration with PCSC's hardware and software solutions. A highly sensitive, yet unobtrusive fiber optic sensing cable immediately detects and localizes any disturbance to the fence caused by climbing, cutting, or tampering.

The Tamper Alert system consists of rugged, low cost all‐optical microphonic sensor cables, passive sensing nodes that delineate each detection zone, and a central processor unit. A single central processor unit can monitor up to 8 individual zones, and each individual zone can be up to 500 meters in length. This system is designed for chain link, welded wire, or rigid security fences.

The Fence Alert system is an all fiber optic monitoring system that multiplies the effectiveness of any new or existing chain link fence to keep out unwanted intruders. The heart of the system is a rugged, yet low cost all‐optical “maintenance‐free” sensor cable that can be easily attached to any installed perimeter fence. An individual sensor cable can be up to one mile in length and can pinpoint intrusion attempts to within 25 feet. This equates to up to 200 discrete detection zones per each mile of perimeter fence. Multiple cables can be joined for longer perimeters. Since it is all‐optical, the cable contains no electronics and therefore is not affected by electromagnetic or radio frequency interference, rain, lightning, heat or cold.

MegaPixel Camera Shootout: Panasonic vs. Arecont Vision

In this shootout the Panasonic WV-NW502S network super dynamic 5 camera is matched against the Arecont Vision AV5150. These two cameras are recorded in almost the identical location except that the Arecont is installed in a camera housing on the outside of the building and the Panasonic is viewing through a glass window inside the building. There is some refraction in the field of view on the Panasonic due to this arrangement.

Notice the two pictures. The Arecont camera is having trouble getting enough light to maintain an image most noticiable by the noise and grainy image. The Panasonic is still in color and has not had to switch into the night or monochrome mode yet.

High megapixel cameras claim to be able to do digital zoom better than PTZ and higher quality than lower megapixel. This is simply a spec game. Compare actual camera output below.

The Panasonic NW502 camera is technically a "lower resolution" camera, but which one gives you more useable security information?

We recorded and archived video from each camera to show the difference in total cost of ownership. The Panasonic clip is 3 minutes, 16 seconds, and is only 32Mb. Panasonic camera is also in H.264 mode.

In addition, costs to record the 5Mp camera is very high, as there is so much more motion due to the CMOS sensor. Network bandwidth is very high to transmit the images; number of viewing clients and frame rate may be limited.

The technology discussion for megapixel camera applications is never ending. From topics like Wide Dynamic Range to H.264 the discussion just got started. Undeniably the best proof is a real time shootout or recorded proof of concept. In the above example each MP camera is factory default to perform out of the box. Understanding the differences between each manufacturer mean you must understand how to apply the technical features of the product. Then how those features apply to day and night performance, image refresh, recording and live viewing.

The results of this test were as follows; 1) Just because it is a 3MP camera doesn't mean you will get more information, 2) There can be big differences between manufacturers especially in low light situations where one can still product a great picture in color and the other must switch to black & white and induce frame integration to keep a good image, and 3) Noice Reduction filtering means a lot with megapixel cameras.

Features such as Auto Back Focus and Super Dynamic must be studied to truly understand why you should install Panasonic.

Mega Pixel - The easiest most difficult camera to install!

Why would any company install any other Mega Pixel camera than the Panasonic Mega Pixel camera? I will tell you. It is because they do not know about FOCUS ASSIST. Most installers do not understand the challenges of Mega Pixel camera installations, especially on their first time. Many installers will need to call technical support because the lens is so hard to focus. It is like this for every manufacturer of Mega Pixel cameras because the lens adjustment is so complicated. But NOT with Panasonic's Mega Pixel product line. Here is a demonstration of focus assist feature on the WV-NP304.

Out of all the places to try something these kids picked the wrong guy! They rode up on their bike and cased the house. Then they tried to pull the Comcast cable interface box out of the ground but couldn't. So they started shaking and attacking the camera pole. The camera housing loosened up and fell/tilted down catching a close-up of their faces.

MegaPixel equals more information but not necessarily the perfect camera. Buyer beware of the magic camera while understanding CMOS vs. CCD, edge to edge resolution, etc. While analog cameras still have the ability to product a great picture, their field of view is considerably smaller and the detail of the image is lacking comparitively. Look at the detail oriented items such as the carpet in each picture. Make your own decision.
