Approximately $13 million will be available under SOS to provide funding to law enforcement agencies to assist with the development of school safety resources and provide improved security at schools and on school grounds. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Specifically, this program will fund up to 50% of the total cost to implement one or more of the following options: placement and use of metal detectors, locks, lighting, and other deterrent measures; security assessments; anti-violence initiatives; security training of personnel and students; coordination with local law enforcement; and/or any other measure that may provide a significant improvement in security. Applicants will be required to demonstrate a comprehensive approach to preventing school violence. &lt;br /&gt;&lt;br /&gt;The SOS solicitation will open on May 2, 2011, and there will be two application deadlines for the program during the six week solicitation period. Although the table is static there is motion due to the reflection. The phenomenon of motion in the reflection of this table is known as&amp;nbsp;the I frame interval. This is one downside to H264 and MPEG4 that&amp;nbsp;professional video&amp;nbsp;technicians&amp;nbsp;need to be aware of. &lt;br /&gt;&lt;br /&gt;The easy fix is to go to the camera menu and lower the interval to 1 second. You typically will not see it then. You can then keep decreasing it if needed. The timing of the pattern shift on the table points to a H264 phenomena sometimes call pixel shift. &lt;br /&gt;&lt;br /&gt;Modern video compression schemes rely on a reference frame (I-Frame in H.264) and sub frames (P-Frames). The sub frames do not contain full picture data, just picture change data. The total picture gets updated at I-Frame time and any pixels that were off or changed will look like&amp;nbsp;jitter or shifted on the screen I believe if you check the H.264 refresh interval setting (I-Frame refresh setting), it will correspond to the actual "pulsing" effect of the shiny random patterned table. &lt;br /&gt;&lt;br /&gt;This effect can be reduced by setting the H.264 setting to frame rate priority and bandwidth to unlimited and making sure quality setting is set high. This utilizes the highest bandwidth because more of the picture is getting changed at each P-Frame time. These two cameras are recorded&amp;nbsp;in almost the identical location except that the Arecont is installed in a camera housing on the outside of the building and the Panasonic is&amp;nbsp;viewing through&amp;nbsp;a glass window inside the building. They rode up on their bike and cased the house. Then they tried to pull the Comcast cable interface box out of the ground but couldn't. So they started shaking and attacking the camera pole. This is where Panasonic's imaging technology utilizing SDIII is still producing a noise free &lt;span class="Apple-style-span" style="font-weight: bold;"&gt;color&lt;/span&gt; picture. Proof positive that the Panasonic day night camera is the clear winner of this shootout! Buyer beware of the magic camera while understanding CMOS vs. CCD, edge to edge resolution, etc. While analog cameras still have the ability to product a great picture, their field of view is considerably smaller and the detail of the image is lacking comparitively. Look at the detail oriented items such as the carpet in each picture.
